What are the best vacation spots in South America for a couple with a moderate budget?

My BF and I (late 20’s) are planning a trip to South America. Rio de Janeiro is ideal but we want to have other options . What are some other locations that have great beaches, a great night life, great food, shopping, culture, and beautiful sights all rolled up into one. We have a moderate budget so we are trying to plan as carefully as possible to make the most of our $. So if any one has any suggestions on cities that possibly match the above description please let me know…Also, any info on the best time to travel, hotels (under $200/n), and discounted airfare would be greatly appreciated. I suggest guyana it’s my parents homecountry , if u want a nice quiet time. its cheap there 50 cents in u.s.a is $50 there . but its REALLY hot , there are sea walls where u walk along the sea. The water (in certain places) are different colors,you can go sight seeing. It is a rich multi culture country with some of the best food (mostly carribean) or if u don’t like that try chile or peru

I’d like to mount a campaign to encourage people not to go anywhere. Travel has become so expensive and unpleasant that it’s hard to understand why people don’t stay home.
Why are we crowding our highways and airports to get someplace else? Newspapers and magazines are filled with ads trying to get us to travel. They want us to go somewhere - anywhere but home.
